- Orientar em políticas florestais e de mercados de carbono:
- Avaliar a legislação e os acordos existentes sobre mercados de carbono e propriedade de carbono, com foco específico no carbono florestal.
- Identificar capacidades, estruturas regulatórias ou instituições ausentes, bem como oportunidades para fortalecer os atuais arranjos institucionais e de governança nos mercados de carbono voluntários e regulados.
- Aconselhar as contrapartes governamentais dos níveis federal e subnacional, bem como o PNUD Brasil, sobre as estratégias de preparação e implementação dos mercados de carbono.
- Auxiliar nos aspectos técnicos de desenho de projeto e de suporte à implementação da preparação e implementação dos mercados de carbono com relação ao desenvolvimento do portfólio do PNUD Brasil.
- Apoiar o aprimoramento da contabilidade de GEE com base em lacunas ou áreas de melhoria identificadas.
- Facilitar e contribuir para o desenvolvimento de webinars, produtos de conhecimento e apresentações técnicas no contexto do Artigo 6 do Acordo de Paris, mercados voluntários de carbono, REDD+ e esquemas de mercados domésticos de carbono.
- Apoiar o alinhamento com requisitos relevantes relacionados a protocolos MRV, qualidade de dados etc., no contexto dos mercados de carbono.
- Apoiar a avaliação de viabilidade com base nos padrões existentes do mercado de carbono e relatórios de avaliação de lacunas para os elementos de carbono.
- Contribuir para o desenvolvimento de políticas públicas em temas de mercados de carbono, prevenção e redução do desmatamento e bioeconomia e reportar sobre oportunidades emergentes ao PNUD Brasil e para equipe de clima e florestas.
- Auxiliar o desenvolvimento de propostas de ações para a implementação de soluções de financiamento com potencial de promover a redução do desmatamento e a conservação e o uso sustentável das florestas, considerando a definição de medidas ou atividades de cunho legal, institucional, financeiro.
- Assistência técnica em temas de REDD+ jurisdicional:
- Orientar consultores e contrapartes do governo em nível federal e estadual com relação ao acesso a financiamento de carbono florestal de alta integridade social e ambiental.
- Apoiar o desenvolvimento de capacidades de atores relevantes, interpretando e aplicando os padrões relevantes do mercado de carbono como foco no padrão ART / TREES para os Estados da Amazônia Legal.
- Organizar e liderar grupos de trabalho, capacitações técnicas e oficinas com participação de governos, sociedade civil e instituições cientificas, entre outros, em temas de financiamento climático e REDD+, incluindo a mensuração, relatório e verificação (MRV), contabilidade de carbono florestal e nesting.
- Orientar governos subnacionais da Amazônia Legal sobre aspectos técnicos e considerações estratégicas relacionados ao acesso a mercados voluntários de carbono e/o pagos por resultados por emissões reduzidas, considerando particularmente os requerimentos e regras do padrão ART / TREES.
- Revisar e subsidiar relatórios técnicos, documentos de registro, contratos de compra de redução de emissões (ERPAs), apresentações, estudos e artigos em temas de REDD+, considerando metodologias de padrões de carbono (Verra, VCS, ART / TREES, etc.) assim como regras e políticas da UNFCCC
- Orientar entidades do governo sobre abordagens de nesting, o seja a harmonização e consolidação de aspectos de governança, carbono florestal, salvaguardas e marco legal entre os diferentes níveis (projetos, jurisdições, nível federal), considerando as diferentes partes interessadas.
- Fornecer suporte consultivo para garantir o impacto ideal do projeto e manter o PNUD/Brasil e a equipe global de gerenciamento de projetos informados sobre o progresso e quaisquer desafios que exijam sua atenção.
- Gestão do projeto:
- Elaborar e revisar minutas de termos de referência de consultorias, acompanhar a elaboração dos produtos das consultorias contratadas pelo projeto e participar das reuniões para construção, discussão e validação dos produtos.
- Revisar os produtos das consultorias contratadas pelo projeto, visando garantir a qualidade técnica e a consistência com as regras do PNUD, apresentando contribuições de conteúdo e propostas de alteração de texto, elaborar notas técnicas para subsidiar a análise final dos produtos pelos Estados da Amazônia Legal.
- Realizar pesquisas, compilar dados relevantes técnicos, conforme necessário, elaborar documentos e/ou seções que complementem, integrem e/ou aprofundem os estudos, notas técnicas, apresentações e as ações, de acordo com as exigências do projeto e orientações dos Estados da Amazônia Legal.
- Promover dos objetivos do projeto e na garantia de que todas as partes interessadas estejam bem informadas sobre as atividades e os resultados do projeto de assistência técnica para os Estados da Amazônia Legal.
- Realizar o planejamento estratégico e monitoramento das atividades do Projeto, junto com os Estados da Amazônia brasileira assim como outros parceiros relevantes.
- Fornecer apoio e insumos técnicos para otimizar a eficiência operacional e fortalecer o impacto social e ambiental das iniciativas, visando dimensionar e melhorar a sustentabilidade dos resultados dos projetos, bem como outras oportunidades em nível subnacional e nacional.
- Desenvolver e manter bancos de dados com informações do projeto e demais dados relevantes para a implementação do projeto.
- Avaliar e acompanhar os impactos dos projetos, incluindo o monitoramento e análise do ambiente dos projetos assim como realização de reajustes oportunos na implementação.
- Comunicação e parcerias:
- Identificar, fortalecer e/o estabelecer uma rede de atores de governos (como por exemplo MMA, MRE, MAPA, MCTI, INPE, FUNCATE e EMBRAPA etc.), entidades do setor privado e outros atores em torno da preparação e implementação de mercados de carbono, políticas florestais e de uso sustentável de uso de solo.
- Manter relacionamentos com as principais partes interessadas e participar ativamente de processos com várias partes interessadas nos Estados, garantindo que o processo esteja ativamente alinhado com as prioridades do portfólio da UDAS e atuar como co-facilitador para a coerência das agendas subnacionais e nacionais.
- Fortalecer a posição do PNUD como parceiro estratégico para as instituições públicas do Brasil, incluindo seu papel na implementação de programas para fortalecer a conservação de florestas tropicais e de mercados de carbono.
- Fornecer apoio e insumos técnicos para otimizar a eficiência operacional e fortalecer o impacto social e ambiental das iniciativas, visando dimensionar e melhorar a sustentabilidade dos resultados dos projetos, bem como outras oportunidades em nível subnacional e nacional.
- Auxiliar na sistematização de lições aprendidas na implementação do projeto ao longo de sua execução, quando necessário.
- Participar e organizar e eventos, seminários e atividades formativas e de intercâmbio nacionais e internacionais.
- O titular desempenha outras funções dentro do seu perfil funcional que considere necessárias ao bom funcionamento do Projeto.
Requisitos
- Requisitos mínimos de educação:
- Nível universitário avançado (Mestrado ou equivalente) Meteorologia; Ciências Climáticas; Ciências Biológicas; Gestão Ambiental; Engenharia; Economia; Estatística; Direito; Administração; Ciência Política; Relações Internacionais ou áreas afins é necessário, ou;
- Nível universitário superior completo (Bacharelado) em Meteorologia; Ciências Biológicas; Gestão Ambiental; Engenharia; Economia; Estatística; Direito; Administração; Ciência Política; Relações Internacionais ou áreas afins em combinação com 2 anos adicionais de experiência será dada a devida consideração ao invés de mestrado.
- Anos mínimos de experiência profissional relevante:
- Mínimo de 2 anos (para Mestrado) ou 4 anos (para Bacharelado) em uma ou mais das seguintes áreas: mercados de carbono, cooperação internacional, administração pública no setor ambiental, economia ambiental, orçamento público, finanças verdes e de impacto, avaliação de políticas públicas ambientais.
- Habilidades necessárias:
- Experiência em planejamento, gestão e/ou implementação de projetos na área de meio ambiente e mudança do clima é necessário.
- Amplo conhecimento sobre o mercado e créditos de carbono REDD+ é necessário.
- Amplo conhecimento sobre as políticas públicas ambientais brasileiras e o setor ambiental brasileiro é necessário.
- Experiência em articulação e assessoramento de atores institucionais, incluindo governos, setor privado e academia é necessário.
